Our procurement activity spans across both local and national levels and we are keen to support our local SME’s.

Our procurement activity also has a direct impact on our customers’ so it is important that we work with partners that are driven by a strong sense of social awareness and a commitment to acting ethically, with integrity and transparency.

All of our procurement activity must be carried out in accordance with our internal standing orders whilst upholding the highest levels of probity and integrity. Our supply chain partners will therefore need to demonstrate compliance with any applicable legislation including but not limited to:

  • Anti-Bribery
  • Public Contracts Regulations 2015
  • Any relevant professional competency required within your area of expertise or specialism

Our supply chain partners must hold and maintain adequate levels of insurances, appropriate to the nature of works, goods or services being delivered. In addition to this, it is expected that their immediate supply chain will maintain adequate levels of transparency, auditability and integrity whilst acting as a representative of Swan Housing Association.

We will work closely with our supply partners to deliver goods, works and services that are: -

  • Fit for purpose
  • Value for money

The majority of our contracts will be procured via existing procurement Frameworks, Dynamic Purchasing Systems (both internal and external) or via other suitable, compliant methods.

Swan Housing Association has released Find a Tender a notice for the procurement of a variety of construction works on behalf of Swan Housing Association / Nu Living by way of a Dynamic Purchasing System (DPS). The DPS is an on-line access point to become a pre-qualified new supplier and lots are broken down as follows:

To respond to the notice, potential suppliers will need to register on the Proactis system if not already on there – there is a link to this within the notice above or the following can be used - https://procontract.due-north.com/Register

Potential suppliers can apply for the next round of applications on-line until the closing date of 3 September 2021. Once the notice window closes, Swan HA will then assess returns and publish details of successful applicants. If potential suppliers miss this round of pre-qualification the system as a DPS will then re-open and remain open for new applicants on a rolling ongoing quarterly basis. Once applications are approved, there is currently no requirement to submit further applications however, you may be asked to submit updated certification on an annual basis, for compliance purposes.

Note, that there is an on-line communication tool for queries and help-desk details are also on-line. All communication should be via the on-line portal for the sake of procurement transparency.

In terms of procurement opportunities over the next 12 months, these include but are not limited to ground-works at our next phase Beechwood sites in Basildon, internal trades, landscaping and fire protection work at Blackwall Reach Phase 2 in Tower Hamlets and Cordage Works in Waltham Forest.

Furthermore a second DPS is due to be set up in the Autumn (timescales yet to be confirmed), again to be advertised on Find a Tender, to cover further sub-contract areas such as, but not limited to, M&E, Fire Protection, Lifts, Façade, Structural Streel, Modular Housing materials, kitchens, door sets and windows
